DHCS to Recalculate 2017-18 Hospital Fee Directed Payments

The Department of Health Care Services (DHCS) announced this week that, due to a system process error, it will be forced to recalculate the entire state fiscal year (FY) 2017-18 Private Hospital Directed Payment Program (PHDP) program payments.

Covered California Issues Enrollment Update

Covered California announced last week that more than 58,000 consumers have enrolled in health insurance coverage through the exchange since it established a “Special Enrollment Period” in response to the COVID-19 pandemic. The enrollment data cover a three-week period from March 20, the date the Special Enrollment Period was launched, through April 7.  

Attorney General Opinion Clarifies Effective Date for Filing 805 Report

On April 20, the California Attorney General issued a published opinion clarifying the time period within which a Business and Professions Code section 805 report must be filed. Section 805 requires a report to be filed with the relevant state healing arts licensing agency “within 15 days after the effective date” of certain actions taken by a peer review body against specified health care practice licentiates. 

DMHC Extends Phase-In of General Licensure Regulation

The Department of Managed Health Care (DMHC) announced in an All Plan Letter that it is extending the phase-in period of a regulation that would have required hospitals to obtain a health plan license for some arrangements involving risk sharing. Because of the COVID-19 pandemic, the phase-in period has been extended to Dec. 31.

The Department of Health Care Services (DHCS) announced last week that it is postponing implementation timelines for its California Advancing and Innovating Medi-Cal (CalAIM) initiative so that it may effectively address the COVID-19 pandemic.

On April 19, the California Department of Public Health (CDPH) released the California SARS-CoV-2 Pandemic: Health Care Surge Crisis Care Guidelines. In a CHA members-only webinar, senior leadership from CDPH will review the new guidelines, provide insights into their development, and explain how they can inform real-time clinical decisions. Webinar details will be available in CHA’s Coronavirus Response newsletter and on CHA’s education web page later this week.

2019-21 Hospital Fee Program Invoices Due April 29

As shared previously in CHA News, the Department of Health Care Services (DHCS) sent hospitals invoices covering the first four fee-for-service cycles of the 2019-21 Hospital Fee Program in March. The first invoice is due on April 29 and covers July 1, 2019-Sept. 30, 2019. Hospitals will receive the first fee-for-service payment on May 18.  

CMS Issues FFY 2021 Inpatient Rehabilitation Facility PPS Proposed Rule

The Centers for Medicare & Medicaid Services (CMS) has issued the federal fiscal year (FFY) 2021 proposed rule for the inpatient rehabilitation facility prospective payment system, which would update the Medicare payment rate and quality reporting programs. The provisions in the proposed rule, if finalized, would be effective Oct. 1, 2021.

On April 11, the federal Department of Health and Human Services announced that states can now submit federally requested COVID-19 data on behalf of hospitals through the National Healthcare Safety Network (NHSN) module.
