CHA has issued a summary, prepared by Health Policy Alternatives, on the proposed rule that would establish a number of new price transparency requirements for health plans. These regulations, proposed by the Centers for Medicare & Medicaid Services (CMS) along with the departments of Labor and Treasury, are intended to build on recently finalized price transparency requirements for hospitals and reflect President Trump’s June 24 executive order. Comments on the proposed rule are due Jan. 29.

At San Quentin State Prison, about one-third of the 3,500 inmates have been diagnosed positive with COVID-19. In Los Angeles, county officials are sounding the alarm that they may run out of hospital beds in a matter of weeks. In Riverside, ICU beds are at capacity, and nurses are striking.

Statewide, California is fast becoming a national hotspot, as COVID-19 positive tests are now topping 6,000 per day. And it remains to be seen how gatherings held over the Fourth of July weekend might drive up the number of cases even further.

CMS Releases Proposed Notice of Benefit and Payment Parameters Rule for 2021

Last week, the Centers for Medicare & Medicaid Services (CMS) issued its proposed annual Notice of Benefit and Payment Parameters Rule for 2021, also known as the Proposed 2021 Payment Notice. This proposed rule would update regulatory and financial standards applied to issuers and exchanges, as well as set parameters for the risk-adjustment program.

Gov. Newsom today announced his administration’s 2020-21 state budget plan, including several proposals related to health care policy. One key component would establish an Office of Health Care Affordability, responsible for developing specific strategies and cost targets for the health care field, including enhancing transparency and ultimately creating savings for consumers; this will likely include a focus on hospital costs in the different regions of the state. CHA will provide more details as they become available.
