Changes Announced to Nurse Staffing Ratio, Space Waivers

On Feb. 1, the California Department of Public Health (CDPH) released All Facilities Letter (AFL) 20-26.6, which ends all nurse staffing ratio waivers for hospitals on Monday, Feb. 8. CDPH recognizes that any given hospital’s individual circumstances may necessitate that some waivers to be extended beyond Feb. 8 and plans to issue those letters on Feb. 5. Hospitals will receive a call from CDPH’s Centralized Program Flexibility Unit seeking information on whether additional staff from the state’s contracts with staffing agencies would obviate their need for a nurse staffing ratio waiver. CDPH has asked any hospitals that no longer have a continued need for a nurse staffing ratio waiver to contact their district office to let them know.

State Offers Oxygen-Related Provider Hotline Resource

To enhance the transparency of all oxygen-related equipment and supplies offered throughout the state, the California Health and Human Services Agency, in partnership with the Governor’s Office of Emergency Services, is offering a provider hotline for health care facilities and Medical and Health Operational Area Coordinators (MHOACs).  

CHA Updates COVID-19 Data Reporting Guidance

Due to the surge in COVID-19 cases and the addition of vaccination fields to the COVID-19 tracker, hospitals have asked for additional clarifications on reporting COVID-19 data. To provide this clarification, CHA worked with the California Department of Public Health (CDPH) and U.S. Department of Health and Human Services to update its data reporting guidance and other supporting documents.  

President Biden Signs Executive Order on Medicaid and ACA Coverage

President Biden has signed an executive order intended to strengthen Medicaid and Affordable Care Act (ACA) coverage by requiring the Department of Health and Human Services (HHS) to reconsider several policies. In addition, HHS will open a special enrollment period for plans on the federal exchanges from Feb. 15 to May 15.

Surgeon General Releases Call to Action on National Suicide Prevention Strategy

Many Americans are indicating increased mental health concerns resulting from  economic hardship and social isolation caused by the COVID-19 pandemic. On Jan. 19, the U.S. Department of Health and Human Services and the Office of the Surgeon General — in collaboration with the National Action Alliance for Suicide Prevention — released The Surgeon General’s Call to Action to Implement the National Strategy for Suicide Prevention, a report that outlines the steps for reducing suicide rates and helping improve resilience. Its goal is to broaden perceptions of suicide, who is affected, and the many factors that can affect suicide risk.
