Critical Deadline Approaches for AB 40 Compliance

What’s happening: All hospitals with emergency departments must submit ambulance patient offload time (APOT) reduction protocols to the Emergency Medical Services Authority by Sept. 1.    

What else to know: To help members meet this requirement, CHA recently held a webinar sharing best practices and guidance from other hospitals that have developed protocols. This new requirement was established by Assembly Bill (AB) 40 (2023). Protocols should be submitted directly through email to APOT@emsa.ca.gov.  

CHA Member Alert: Action Needed on Rural, Seismic Legislation

What’s happening: As the Legislature heads into its last month of session, CHA has issued alerts on two priority issues: the 2030 seismic compliance deadline and access to care in rural areas, specifically related to critical access hospitals.

CHA to Host Webinar on OPPS and PFS Updates

What’s happening: CHA is holding a members-only webinar on Aug. 8 at noon (PT) to discuss the 2025 outpatient prospective payment system (OPPS) and physician fee schedule (PFS) proposed rules from the Centers for Medicare & Medicaid Services (CMS). 

What else to know: The webinar will cover key proposals in these proposed rules ahead of the comment deadline and feature CHA’s Megan Howard, vice president, policy, and Chad Mulvany, vice president, policy, as speakers. Registration is open

CMS Final Rule Requires Hospitals to Install Automatic Sprinkler Systems by July 2028

What’s happening: In 2014, the Centers for Medicare & Medicaid Services (CMS) adopted a final rule to update fire safety standards for hospitals, critical access hospitals, long-term care facilities, ambulatory surgery centers, and other health care facilities.

CMS Offers Training for PAC Quality Reporting

What’s happening: The Centers for Medicare & Medicaid Services (CMS) released a web-based training course on post-acute care (PAC) quality reporting programs (QRPs) for the 2025 fiscal and calendar years.   

What else to know: The course provides an overview of key updates to PAC QRPs for all PAC settings, including inpatient rehabilitation facilities (IRFs), long-term care hospitals, skilled-nursing facilities, and home health agencies.

CHA Comments on Proposed Payment Model to Expand Kidney Transplant Access

What’s happening: CHA submitted comments in response to the proposed Increasing Organ Transplant Access (IOTA) Model, which aims to improve access to kidney transplants. 

What else to know: CHA raised significant concerns about the model and requested it be made voluntary.  

HCAI Releases Draft Regulations on AB 1204

What’s happening: The Department of Health Care Access and Information (HCAI) released draft regulations to implement Assembly Bill (AB) 1204 (2021), which requires hospitals to submit annual reports for measures on patient access, quality, and outcomes by race, ethnicity, language, disability status, sexual orientation, gender identity, and payer. 

What else to know: The reports are also required to include a plan to prioritize and address disparities for vulnerable populations identified in the data submitted by hospitals. 

CHA Member Alert: Invite Congressional Representatives to Your Hospital This Summer

What’s happening: CHA is urging hospitals to build relationships with members of Congress by inviting them for a visit or tour during summer recess. Invitations should go out soon because schedules fill up quickly. 

What else to know: These visits will help educate and inform lawmakers ahead of critical health care policy votes in December.
