Hospitals, Health Facilities Must Report Public Safety Power Shutoffs to CDPH
The California Department of Public Health (CDPH) has issued All Facilities Letter (AFL) 19-30.1 — rescinding AFL 19-30 — explaining requirements and processes for health care facilities to report public safety power shutoff (PSPS) events to CDPH as “unusual occurrences.”

CHA Comments to MedPAC on Access to Durable Medical Equipment

Hospitals and their employees who have been affected by recent wildfires can contact the Employment Development Department’s (EDD) disaster service center for support with various activities, including filing unemployment insurance benefit claims, job search activities, referral services, and assistance for employers with disability insurance and paid family leave benefits for their eligible employees. President Issues Executive Order on Federal Agency Guidance Documents
President Trump recently issued an executive order (EO) intended to establish more transparent processes for subregulatory guidance. Specifically, the “Promoting the Rule of Law Through Improved Agency Guidance Documents” order imposes additional administrative obligations on federal agencies and the Office of Management and Budget.
CHA Provides Additional Details on CY 2020 Outpatient Prospective Payment System Final Rule
The Centers for Medicare & Medicaid Services (CMS) last week issued the first of two separate regulations finalizing provisions for the calendar year (CY) 2020 outpatient prospective payment system (OPPS). Notably, a second final rule on previously proposed price transparency provisions is under review by the Office of Management & Budget. However, CMS has considerable flexibility on the timing of finalizing and implementing these policies.
