CHA Files Declaration Supporting State Legal Action to Oppose New Public Charge Rule
CHA President & CEO Carmela Coyle this week filed a declaration supporting a federal court lawsuit brought by the state of California and others challenging the federal government’s recent expansion of the public charge rule — regulatory changes that will dramatically increase the number of immigrants denied admission to the U.S. The declaration explains that the changes will impair access to care, affect health outcomes for entire families, and lead to a significant loss of health insurance coverage throughout the state.
CHA DataSuite Releases Analysis of Inpatient Prospective Payment System FFY 2020 Final Rule

CHA to Host Member Forum on Specialty Care Models Proposed Rule
CHA will host a member forum Sept. 5 at 10 a.m. (PT) to solicit member feedback on the specialty care models proposed rule, recently issued by the Centers for Medicare & Medicaid Services (CMS). While CMS proposes to establish two new mandatory payment models, the forum will focus on the Radiation Oncology (RO) Model.
Proposed Regulations Address Confidentiality of Patients With Substance Use Disorder
The U.S. Department of Health and Human Services released two proposed rules last week about the confidentiality of substance use disorder (SUD) patient information. The first proposed rule includes several changes to the law governing medical records created by federally assisted substance use disorder (FASUD) programs, also known as the Part 2 regulations.

Comments Due Sept. 3 on Proposed Changes to Regulations Affecting Paramedics
The Emergency Medical Services Authority (EMSA) has proposed changes to regulations governing the standards, policies, and procedures for paramedic training, scope of practice, licensure, and discipline. The modified text, as well as the Notice of Proposed Regulations, Initial Statement of Reasons, and other regulatory documents are available for review on EMSA’s website.
