CHA has issued summaries, prepared by Health Policy Alternatives, of the final rules for the inpatient rehabilitation facility, skilled-nursing facility and long-term care hospital prospective payment systems for federal fiscal year 2020.
In addition to payment updates, the rules finalize changes to each setting’s quality reporting program, including the addition of several standardized patient assessment data elements (SPADEs) to fulfill requirements of the Improving Medicare Post-Acute Care Transformation Act of 2014. In addition to finalizing several SPADEs proposed in prior years, CMS finalizes several new SPADEs to address social determinants of health.
Payment and certain policy provisions of the final rules become effective Oct. 1, 2019. Data collection for SPADEs will be required beginning Oct. 1, 2020.
