Summary: FFY 2025 Inpatient Psychiatric Facility Medicare Payment Proposed Rule

What’s happening: A summary of the inpatient psychiatric facility (IPF) prospective payment system (PPS) proposed rule is available.  

What else to know: Comments on the proposed rule are due by May 28.   

The members-only summary, from Health Policy Alternatives, Inc., describes proposals for the IPF PPS for federal fiscal year (FFY) 2025, including: 

  • Updates to IPF payment rates and adjustments and updates to the IPF quality reporting program 
  • Revisions to patient-level adjustment factors and an increase in per treatment amount for electroconvulsive therapy  
  • Updates to core-based statistical areas (CBSA) that are the basis of the labor market areas used for determining the IPF wage index 
  • Clarification of the eligibility criteria to file an all-inclusive cost report  
  • Feedback on updated regression analysis that may result in future revisions to facility-level adjustments 
  • Request for comments on elements to be included in the IPF patient assessment instrument that the Centers for Medicare & Medicaid Services is required to develop for FFY 2028
