A little more than a week ago, the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule that would reconfigure the calculations for the Medicare area wage index.

The area wage index is essential to ensure that hospitals’ resources for patient care reflect geographic disparities in labor costs. This is a particular concern for California’s hospitals given our state’s high labor costs (as an example, California pays the highest nurse salaries in the nation).

The Department of Health and Human Services (HHS) has published previously released final rules — one from the Centers for Medicare & Medicaid Services (CMS) and the other from the Office of the National Coordinator for Health Information Technology (ONC) — intended to improve the interoperability of health information and define regulations to prevent information blocking. Due to the COVID-19 public health emergency, certain provider compliance and enforcement deadlines have been updated since the regulations were first released on March 9.

CHA Releases Final Draft Model of 2019-21 Hospital Fee Program

Yesterday, the Department of Health Care Services (DHCS) submitted a final draft of the Hospital Fee Program (VI) fee and payment model to the Centers for Medicaid & Medicare Services (CMS). Over the past six months, CHA has worked closely with DHCS in finalizing the next hospital fee program. The model should be considered a final draft until the state receives official CMS approval, though CHA and DHCS do not expect significant changes during the CMS review and approval process.
