California’s nine-month legislative session will take its summer recess in mid-July and rev back up in mid-August for what will be a frenetic final four weeks to send bills to the Governor’s desk. CHA has been tracking hundreds of health care-related bills, and actively working on dozens on behalf of hospitals and health systems.
What’s happening: Using the system developed by the Hospital Association of Oregon, the California Department of Public Health (CDPH) has launched implementation of a statewide, real-time bed tracking system: the Hospital Bed and Emergency Medical Services System (HBEDS).

Last week, CHA held its Behavioral Health Care Symposium, attended by hundreds of clinical professionals, hospital leaders, policymakers, and community stakeholders. This annual gathering highlights the important work hospitals are doing alongside many others to improve behavioral health care across the state. Sessions at the symposium highlighted successful collaborations among hospitals, counties, and health plans.

In 2020, the major power utilities in California waived the requirement for medical practitioners to certify a patient’s request to enroll in their medical baseline programs. However, this temporary waiver allowing customers to self-certify their eligibility to enroll ended on June 30, and a signature from a qualified medical practitioner is now required.
