The Governor’s Executive Order N-62-20 implemented a presumption in the workers’ compensation system that expires on July 5. It is CHA’s understanding that the order will not be extended. However, three bills are pending in the Legislature that seek to create a presumption, although with varying scope, conditions, and requirements.

This week, the nation pauses to recognize, reflect upon, and respond to a crisis centuries in the making: The fact that the United States has the highest maternal mortality rate in the developed world, driven by the sad and unacceptable mortality rates among Black mothers, who are 2.5 times more likely to die from pregnancy-related complications than white women. 

Black Maternal Health Week, held annually in the middle of National Minority Health Month, presents a notable opportunity to not only take stock of where California sits in the efforts to reduce maternal health disparities, but also to listen and learn from the people who are suffering, including the most vulnerable: Black infants in the United States die at more than twice the rate of white infants. 

CEO Message: Change Needed on Flawed Office of Health Care Affordability Proposal

On Tuesday, as expected, the bill to create California’s Office of Health Care Affordability unanimously passed out of the Assembly Health Committee, with a couple legislators choosing not to vote.

The bill, which has the power to fundamentally change how health care in California is delivered, saw minimal debate — just a few brief questions from committee members — before it advanced to the next stage of the legislative process.

CMS Issues Post-Acute Care Payment Proposed Rules

What’s happening: The Centers for Medicare & Medicaid Services (CMS) issued its proposed payment policies for inpatient rehabilitation facilities (IRFs), skilled-nursing facilities (SNFs), and hospices for federal fiscal year (FFY) 2025.  

What else to know: Comments on the proposed rules are due to CMS by 2 p.m. (PT) on May 28.
