DHCS Issues Fee-For-Service Cycle 3 Supplemental Payment for 2017-19 Hospital Fee Program
On Sept. 23, the Department of Health Care Services (DHCS) will issue the third supplemental fee-for-service (FFS) payment related to the 2017-19 Hospital Fee Program, accounting for the approximate 10% shortfall that occurred with the FFS Cycle #3 payment in April 2018.

Deadline to Join Area Wage Index Litigation Extended to Sept. 27
CHA has extended the deadline to join its legal effort in response to the Centers for Medicare & Medicaid Services’ changes to its area wage index (AWI) policy to Sept. 27. CHA is coordinating and paying for the litigation as well as the necessary provider reimbursement appeal process and subsequent legal challenge to the AWI calculation changes as finalized in the Centers for Medicare & Medicaid Services’ federal fiscal year 2020 inpatient prospective payment system final rule.

CMS Revises Guidance for Hospital Outreach Laboratory CLFS Reporting Requirements
The Centers for Medicare & Medicaid Services (CMS) has issued revised guidance for laboratories that are required to report private payer data for laboratory tests under the clinical laboratory fee schedule (CLFS). In response to advocacy from CHA, CMS revised its guidance for hospital outreach laboratories on reporting applicable information attributed to non-patients.
California Health and Human Services Agency Develops Public Charge Guide
The California Health and Human Services Agency has developed a two-page guide — to the federal government’s new public charge rule, which changes the policy under which the federal government can deny immigrants U.S. entry or adjustment to their legal permanent resident status (e.g., green card) if they are determined likely to become dependent on public programs as their main source of support. The guide —which will be updated periodically — includes information on the programs subject to the new rule, who is affected, its impact on permanent legal residents, links to legal resources, and more.
