Passage of Proposition 1 Will Change California’s Behavioral Health Spending Priorities

What’s happening: The passage of Proposition 1 in March renamed a major part of California’s mental health laws and changed state and county spending priorities that have been in place for 20 years. What used to be the “Mental Health Services Act” is now renamed the “Behavioral Health Services Act.”  

What else to know: CHA will provide members with additional details over the coming months, including advice on ensuring hospitals’ voices are heard in county-level decisions about funding. 

MedPAC to Develop Rural Hospital and Clinician Payment Workplan

What’s happening: The Medicare Payment Advisory Commission (MedPAC) is developing a rural hospital and clinician payment policy workplan for 2024–25.  

What else to know: The March MedPAC meeting included discussion to inform a future recommendation to Congress related to rural hospitals.  

HCAI, OSHPD Release Design Guide for Planning and Preparing for Disasters

What’s happening: The Department of Health Care Access and Information (HCAI) and the Office of Statewide Health Planning and Development (OSHPD) have released a new Design Guide for Planning and Preparing for Disasters to assist hospitals in planning, preparing, and responding to disasters.   

What else to know: The 102-page document includes coordinating references and illustrations supporting hospitals’ obligation to save lives and prevent injury or property damage in their emergency response. 

CHA to Host 2024 Consent Law Seminars

What’s happening: CHA’s consent law seminars will focus on high-risk topics, including gender-affirming care, cannabis use, abortion, and psychiatric holds. 

What else to know: Seminars are scheduled for May 1 in Glendale and May 13 in Sacramento, with the latter also available via livestream. 

CHA to Provide Updates on Seismic Legislation at April 3 Webinar

What’s happening: On April 3 from 9-10 a.m. (PT), CHA will host a webinar sharing recent developments on CHA’s sponsored bill, Senate Bill (SB) 1432 (Caballero, D-Merced), which offers important modifications to the 2030 seismic compliance standards.  

What else to know: Ensuring seismic relief field-wide, as well as addressing rural hospitals’ unique concerns, is one of CHA’s four key priorities for this year.  

OHCA Board States Positions on the Spending Target, Without Taking a Vote

What’s happening: The Office of Health Care Affordability (OHCA) board met on March 25 to consider the staff-proposed 3% statewide spending target and the related stakeholder feedback.  

What else to know: While the board did not formally adopt the target, most board members expressed general comfort with the 3% proposal, with the possibility of moderate revisions. The final target will be adopted in April or May.
