The Centers for Medicare & Medicaid Services has issued interpretive guidance and FAQs to state survey agencies on hospital admission, discharge, and transfer (ADT) notification requirements as required by its interoperability and patient access final rule.
The final rule revised the Medicare conditions of participation for hospitals, psychiatric hospitals, and critical access hospitals to require ADT notifications for all patients registered in the emergency department or who are receiving inpatient services. The ADT requirement was effective on May 1, and the interpretive guidance is effective immediately.
