CMS Issues CY 2024 End-Stage Renal Disease PPS Proposed Rule

The Centers for Medicare & Medicaid Services (CMS) has issued a proposed rule updating payment rates and policies for information under the end-stage renal disease (ESRD) prospective payment system for renal dialysis services furnished to Medicare beneficiaries for calendar year (CY) 2024. Comments are due to CMS by 2 p.m. (PT) on Aug. 25.  

CMS proposes to increase the ESRD PPS base rate to $269.99, an increase of $4.42 to the current CY 2023 base rate of $265.57. For hospital-based ESRD facilities, CMS projects an increase in total payments of 2.6%.  

The proposed rule includes requests for information seeking feedback regarding potential changes to the low-volume payment adjustment methodology and the possible creation of a new payment adjustment that accounts for isolation, rurality, and other geographic factors to inform future rulemaking.  

This rule also proposes an update to the acute kidney injury dialysis payment rate for renal dialysis services furnished by ESRD facilities for CY 2024. In addition, the rule proposes several updates for the ESRD Quality Incentive Program.
