What’s happening: The Centers for Medicare & Medicaid Services (CMS) finalized a rule meant to improve access to care and services for the people enrolled in the Medicaid program.
What else to know: The rule is effective July 9.
The final rule on access to Medicaid services targets payment rate transparency and includes provisions to:
- Require states to publish all fee-for-service (FFS) Medicaid fee schedule payment rates on a publicly available and accessible website
- Require states to compare their FFS payment rates for primary care, obstetrical and gynecological care, and outpatient mental health and substance use disorder services to Medicare rates and publish the analysis every two years
- Establish a Beneficiary Advisory Council comprised of beneficiaries, providers, and their families and caregivers to advise on current or proposed payment rates
- Expand and revamp the Medicaid Advisory Committee
CMS also finalized several policies for home and community-based services.
