On Aug. 9, CHA sent a letter to the Federal Emergency Management Agency (FEMA) in response to the agency’s proposed process and draft methodology for reviewing hospital public assistance projects for potential duplication of benefits with patient care revenue.
While CHA supports FEMA’s efforts to prevent duplication of benefits, we are also concerned about the way the draft methodology was shared and the lack of opportunity for hospitals to provide comment.
In the letter, CHA requests that FEMA release its methodology publicly, extend the comment period on the proposals, and hold stakeholder calls to gather feedback. CHA also provides FEMA with overviews of the Medicare and Medi-Cal payment rate setting process to help the agency identify where additional payments may have been made that will need to be offset to prevent the duplication of benefits.
