CHA Issues Summaries of FFY 2024 Inpatient Psychiatric Facilities and Skilled-Nursing Facilities Prospective Payment System Proposed Rules

CHA has issued members-only summaries, prepared by Health Policy Alternatives, Inc., of the federal fiscal year 2024 inpatient psychiatric hospital facilities (IPF) and skilled-nursing facilities (SNF) prospective payment system (PPS) proposed rules. Comments on both rules are due to the Centers for Medicare & Medicaid Services (CMS) by June 5.  

The SNF PPS proposed rule summary details proposed updates to the Medicare SNF payment rates, SNF quality reporting program and the SNF value-based purchasing program requirements. The summary also covers proposed updates to the federal per diem rates, ICD-10 code mappings for patient classification, and revisions in the procedures for facilities facing civil monetary penalties to actively waive their right to a hearing in writing to receive a penalty reduction. 

The IPF PPS proposed rule summary covers proposed updates to the Medicare IPF payment rates, payment adjustments, and IPF quality reporting program. Additionally, the summary details CMS’ proposals to rebase and revise the IPF PPS market basket to reflect a 2021 base year and to make it easier for hospitals to open new excluded psychiatric units paid under the IPF PPS.
