EMSA Seeks Input on Revised Chapter 6 Specialty Care Regulations

What’s happening: On July 3, the California Emergency Medical Services Authority (EMSA) released a revised Chapter 6 regulation proposal, which outlines critical updates to specialty care programs — including trauma, ST-elevation myocardial infarction, stroke, and Emergency Medical Services for Children — and opens a second round of public comment.

Lawsuit Against Anthem Enters Appeal Process

Earlier this week, CHA took the next step in an important lawsuit against Anthem Blue Cross. The good news: A Los Angeles Superior Court previously sided with CHA on the merits of the case and recently denied Anthem’s efforts to close off appeal. The bad news: The court previously decided it would “abstain” from further involvement — that is, from providing a remedy. CHA has now filed paperwork to appeal that abstention and seek remedy.

Regulations for Automated Decision-Making Systems Take Effect Oct. 1

What’s happening: The California Civil Rights Department’s regulations governing the use of artificial intelligence and automated decision systems in employment were approved by the Office of Administrative Law (OAL) on June 27. They will take effect on Oct. 1.

Sample Violence Victims’ Leave Notice Now Available for Hospitals

What’s happening: On July 1, the California Civil Rights Department (CRD) published the Survivors of Violence and Family Members of Victims Right to Leave and Accommodations notice that hospitals may use to comply with notice requirements under Assembly Bill (AB) 2499 (2024).

CMS’ Home Health PPS Proposed Rule for CY 2026 Would Cut Payments by 6.4%; Rule Summary Released

What’s happening: The estimated 6.4% payment reduction in the Centers for Medicare & Medicaid Services’ (CMS’) calendar year (CY) 2026 home health prospective payment system (PPS) proposed rule equates to roughly $1.13 billion less than CY 2025 payments. Comments are due to CMS by Sept. 2.

Federal Medicaid Cuts Will Mean Real Harm to Real People Across California

“The cuts to the Medicaid program will mean real harm to real people in communities large and small across California,” said Carmela Coyle, President & CEO of the California Hospital Association. “These are the largest cuts to our health care system ever enacted and are far too deep for hospitals simply to ‘absorb.’”

“Hospitals will be forced to make difficult decisions, and access to vital health care services will be jeopardized for all Californians — not just those who rely on Medi-Cal for their health care coverage,” Coyle said.

“While the final tally of the damage that will be inflicted is still unknown, California hospitals could lose up to 30% of their Medi-Cal revenues over the next decade,” Coyle said. “And this estimate does not include the increase in uncompensated care losses that hospitals will incur resulting from coverage losses and the cuts the state will inevitably be forced to make due to federal funding reductions.”

CDPH Now Requires Fee for Licensing Applications, Written Notifications
