California hospitals with operating expenses over a specified amount are required to submit a report annually to the Department of Health Care Access and Information (HCAI)* on their minority, women, LGBT, and disabled veteran business enterprise procurement efforts.
For the report, due July 1, 2022, HCAI has developed a new reporting program, the Hospital Disclosures and Compliance (HDC) System. This program will allow hospitals to submit reports electronically and will be ready for hospitals to start using on June 1, 2022. Sharon Takhar, from HCAI’s Hospital Disclosures Compliance Unit, Information Services Division, will review the program and demonstrate the e-online application’s features, offer guidance and field questions.

Trina Gonzalez is Vice President of Policy at the California Hospital Association, where she is responsible for public health, health care facility licensure, health information, and community benefits. Prior to that, Trina was the Director of Community Integration at UC Davis Health, where she developed and implemented strategies that ensured the continuity of care for families and individuals with Medi-Cal and for underserved populations in the Sacramento region.

Sharon has been with the Department of Health Care Access and Information as a Staff Service Manager in the Hospital Disclosures Compliance Unit since 2021. As the manager of this newly formed unit, Sharon and her team collect and analyze several hospital disclosures and reports, such as Community Benefit Plans, Fair Pricing Policies, Chargemaster reports, and Hospital Supplier Diversity Reports. She started her service with the state in 2018 as an analyst at the Employment Development Department and was promoted into a management position.
