What’s happening: CHA DataSuite released three hospital-specific analyses intended to show how Medicare skilled-nursing facility (SNF), inpatient rehabilitation facility (IRF), and inpatient psychiatric facility (IPF) prospective payment systems (PPS) payments would change from federal fiscal year (FFY) 2025 to 2026 based on policies set forth in the respective proposed rules.
What’s happening: Yesterday, Gov. Gavin Newsom released the May budget revision, which included proposals to pull away $1.6 billion in funding dedicated to health care organizations through last year’s Proposition 35. This came just days after the House Energy and Commerce Committee released a proposal to cut more than $715 billion from Medicaid (Medi-Cal in California).
SACRAMENTO (May 12, 2025) — “The legislation proposed by the House Energy and Commerce Committee to enact massive Medicaid cuts is a devastating blow that will be felt by all who need hospital care,” said Carmela Coyle, President & CEO of the California Hospital Association. “Cuts of this magnitude cannot be absorbed. Hospitals will have no other choice but to reduce patient care services or, in the worst cases, close entirely. That means care is lost for everyone — children, seniors, privately insured people — no matter what type of health insurance coverage you have.”

What’s happening: Last week, members of the Senate subcommittee that oversees the Office of Health Care Affordability’s (OHCA’s) budget expressed deep concern with the agency’s work. Committee Chair Sen. Akilah Weber Pierson (D-San Diego) noted that, “At the end of the day, something has to give. Either [the hospitals] won’t make it and be penalized, or they have to cut services — and either way, the people who will pay are the patients.”
