What’s happening: CHA-sponsored legislation that would offer important modifications to 2030 hospital seismic standards is making its way through the Legislature.  

What else to know: CHA is urging hospitals to help build support for Senate Bill (SB) 1432 by offering tours to their lawmakers and elected officials now through July. Marshall Medical Center in Placerville successfully held tours to showcase the challenges of seismic construction.    

CMS Expands Site-Neutral Payment Policy in CY 2019 OPPS Final Rule

Today, the Centers for Medicare & Medicaid Services (CMS) issued its final rule updating the outpatient prospective payment system (OPPS) for calendar year (CY) 2019, which also includes payment updates for ambulatory surgical centers. Despite strong opposition from CHA and the hospital field, CMS finalized an expansion of its site-neutral payment policies.

On March 12, my hospital had just under 400 active volunteers in our department. A day later, they were all put on a leave of absence as the program was suspended when stay-at-home orders for the state began in the wake of the pandemic. With a very small exception, hospitals up and down the state experienced something similar. At that time, many in the profession wondered what would happen to our beloved volunteers and what would happen to the departments we ran. Now, more than six months later, I have only returned a small handful to active service within the medical center. Ironically, the Volunteer Services department is now actually busier with greater responsibility than before the COVID-19 pandemic.

Update on Monoclonal Antibody Therapy Authorized for Emergency Use
On Nov. 9, the Food and Drug Administration granted emergency use authorization (EUA) to a monoclonal antibody therapy called bamlanivimab, produced by Eli Lilly and Company, for the treatment of mild to moderate COVID-19. The federal government has purchased 320,000 doses through the end of 2020; the first allocation to California will be 4,040 doses. California is expected to receive allocations each week.
