In less than a week, the global novel coronavirus outbreak has evolved from one of general alerts and watchfulness to an escalating public health issue, especially in our state.

Only a few airports nationwide are receiving flights from China, and two of them are in California. We’re also one of three states (along with Texas and Nebraska) housing people returning from China at military bases. The state has already confirmed six people with the virus, with more under surveillance and testing.

Covered California Announces Preliminary Rates and Carriers for 2020

Covered California announced today that the preliminary average rate change for the 2020 individual market will be 0.8% — lower than the actual average increase over the past five years (7.9%), and the lowest rate change since Covered California first began offering coverage in 2014.

On March 23, the Department of Health Care Services (DHCS) submitted a draftof the Hospital Fee Program (VIII) fee and payment model to the Centers for Medicare & Medicaid Services (CMS). Over the past several months, CHA has worked closely with DHCS in finalizing the next Hospital Fee Program.

CHA Submits Comment Letters on Interoperability and Information Blocking Proposed Rules

CHA has submitted comment letters in response to two proposed rules — one from the Centers for Medicare & Medicaid Services (CMS) and the other from the Office of the National Coordinator for Health Information Technology (ONC) —  intended to improve the interoperability of health information. CHA has also prepared a letter template that members can use to support CHA’s policy positions with hospital-specific examples. CHA urges members to use the letters in drafting their own comments, which are due by 2 p.m. (PT) June 3.

Governor Newsom Proposes Health Care Cuts in Revised Budget to Tackle $45 Billion Deficit

What’s happening: The governor proposes a broad mix of solutions spanning a range of government programs, including diverting funding previously committed to Medi-Cal provider payment increases. 

What else to know: The Legislature will consider whether to approve the spending plan alongside any changes and has until June 15 to adopt a final budget for the 2024-25 fiscal year.
