Despite some scattered investments in health care amid an estimated $23 billion shortfall for the state, Gov. Newsom’s proposed 2023-24 budget comes up short for California’s patients and communities as hospitals struggle to cope with record losses, crippling inflation, and a nationwide workforce shortage.

Earlier this week, the governor released his January budget proposal for 2023-24, marking the opening of this year’s state budget process. The budget proposes revised spending of $240 billion in 2022-23 and $224 billion in spending for 2023-24 (the fiscal year beginning in July 2023).

Last week, the Department of Health Care Services (DHCS) issued invoices to hospitals associated with the managed care calendar year (CY) 2021 passthrough cycle. Since the CY 2021 time period crosses over two state fiscal years, the DHCS team labeled these invoices as “MC2 PT and MC3 PT.”
