On July 22, the California Department of Health Care Services (DHCS) officially announced that the clock for the Retention Payment Program will begin on July 30 and run until Oct. 28.
Unfortunately, the announcement did not include additional guidance. Many of the implementation details, including the time period for calculating which employees are full-time and which employees are part-time, were left up to DHCS to determine. At this time, DHCS does not have a target date by which the guidance will be available.
While DHCS develops guidance, CHA has published provisional FAQs to summarize the retention payment legislation. When DHCS issues guidance, the FAQs will be updated to reflect the guidance and additional information.
