CDII Proposes Amendments to DxF Technical Requirements Policy and Procedure

What’s happening: The Center for Data Insights and Innovation (CDII) has released proposed amendments to the Technical Requirements for Exchange Policy and Procedure, which govern the California Data Exchange Framework (DxF).  

What else to know: Comments to CDII can be submitted through email to CDII@chhs.ca.gov by July 21.  

The proposed changes would:   

  • Remove the specification of technical standards that participants must follow when exchanging certain data via nationwide networks or frameworks, reflecting the fact that those national networks have their own specified standards 
  • Beginning Jan. 1, 2027, require skilled-nursing facilities (SNFs) — newly defined in this policies and procedures document — to accept requests for and send event notifications of admissions and discharges 
  • Specify that hospitals, emergency departments, and SNFs must provide access to or exchange of event notifications for admissions and discharges in a format readable by both a computer and a person  
  • Define the technical standard for machine-readable notifications and the minimum data that must be included in a notification of an admission or discharge
