This tool is designed to assist hospitals in the development of an Incident Action Plan (IAP) for each operational period. The IAP uses a combination of Hospital Incident Command System (HICS) Forms; it is minimally comprised of HICS 201 Incident Briefing, HICS 202 Incident Objectives, HICS 203 Organization Assignment List, HICS 204 Branch Assignment List, and HICS 215A Incident Action Safety Analysis.

This presentation discusses changes to the Emergency Management survey process, provides an overview of the review tool, and lays out the updated standards and elements of performance.

When patients arrive at hospitals via ambulance, the goal is to transfer them to hospital care as quickly as possible. But that process can be slowed by several factors: the physical layout of a hospital, current unprecedented patient volume, increased acuity of patients’ illness or injury, and more.
Over 100 California hospitals were selected to participate in the finalized Transforming Episode Accountability Model (TEAM). Additionally, current participants in other Medicare bundled payment models can opt into TEAM which begins in January of 2026.
Public health and health care preparedness and response are key facilitators in managing wildfires and extreme heat events. Health systems see medical surge, increased patient comorbidities, and increased resource needs when communities are affected by climate extremes. This presentation will provide an overview of an ongoing project between the University of California’s Center for Climate, Health and Equity, and the San Francisco Department of Public Health (SFDPH) to strengthen and streamline the city’s emergency response plans and protocols for climate-related events.
