Rural communities face many challenges and resource limitations. When an emergency arises, it is not the time to scramble to find needed resources. Ideally resource needs have been identified and memoranda of understanding (MOUs) are already in place, ready to access if needed. Rural hospitals are a hub of the community and can lead the way in emergency preparedness collaboration and organization by establishing relationships, contacts and MOUs with business, schools, and community organizations.

The Emergency Management Program (EMP) implements the mission, vision, goals and objectives of the organization as related to Emergency Management. The EMP utilizes organized analysis, planning, decision making and assignment of available resources to mitigate, prepare for, respond to, and recover from all-hazards. CHA developed the attached the Shelter-In-Place Planning Checklist, which includes a decision-making algorithm for shelter-in-place and evacuation activation and may be used to assist hospitals with developing, reviewing, or updating their plans. The checklist is intended to help hospitals ensure that elements listed have been addressed in their plans, policies, and procedures.
