Biden Administration Orders Review of ‘Public Charge’ Rule
On Feb. 2, President Biden signed an executive order focused on immigration policy. Included in the order are instructions to relevant federal agencies to review actions implementing the previous administration’s “public charge” rule, which allows immigration officials to consider legal immigrants’ use of federal nutrition, housing, and health programs – including Medicaid – in their applications for residency.
Hospitals Can Preview Updated Medicare Star Ratings Until Feb. 26
The Centers for Medicare & Medicaid Services (CMS) has announced it will publicly post updated Overall Star Ratings to Care Compare in April 2021. CHA encourages members to view their hospital-specific preview reports, which are available until Feb. 26 on the QualityNet website.
New Guidance Assists With Meeting March 31 Pay Data Reporting Requirement
The Department of Fair Employment and Housing (DFEH) recently released guidance to assist employers in complying with Senate Bill 973. The bill, which took effect Jan. 1, requires employers with 100 or more employees to provide detailed pay data to DFEH by March 31.

State Offers Oxygen-Related Provider Hotline Resource
To enhance the transparency of all oxygen-related equipment and supplies offered throughout the state, the California Health and Human Services Agency, in partnership with the Governor’s Office of Emergency Services, is offering a provider hotline for health care facilities and Medical and Health Operational Area Coordinators (MHOACs).
CHA Updates COVID-19 Data Reporting Guidance
Due to the surge in COVID-19 cases and the addition of vaccination fields to the COVID-19 tracker, hospitals have asked for additional clarifications on reporting COVID-19 data. To provide this clarification, CHA worked with the California Department of Public Health (CDPH) and U.S. Department of Health and Human Services to update its data reporting guidance and other supporting documents.
President Biden Signs Executive Order on Medicaid and ACA Coverage
President Biden has signed an executive order intended to strengthen Medicaid and Affordable Care Act (ACA) coverage by requiring the Department of Health and Human Services (HHS) to reconsider several policies. In addition, HHS will open a special enrollment period for plans on the federal exchanges from Feb. 15 to May 15.
