What’s happening: On Feb. 24, the California Department of Public Health (CDPH) released four new All Facilities Letters (AFLs) on laws that became effective Jan. 1. These AFLs affect general acute care and acute psychiatric hospitals, and other health care facilities.

The new AFLs include:
- AFL 25-06 provides guidance for general acute care and acute psychiatric hospitals on Assembly Bill 1316, which amended the definition of a psychiatric emergency medical condition and related patient transfer laws.
- AFL 25-07 provides information for general acute care hospitals and other health care facilities on requirements related to patient communication and artificial intelligence technology, including on facilities’ disclaimer requirements.
- AFL 25-08 provides information on the exemptions for general acute care hospitals from obtaining a licensure as a tissue bank if it stores or distributes donor human milk.
- AFL 25-09 provides guidance for general acute care hospitals with emergency departments to adopt policies and procedures to facilitate a patient’s self-identification as a victim of human trafficking or domestic violence.
