Federal Medicaid Proposed Regulations — Participant Information

The Centers for Medicare & Medicaid Services (CMS) has issued two proposed rules related to Medicaid programs. They are designed to increase payment transparency and accountability, improve access to care, quality, and health outcomes, and better promote health equity for Medicaid beneficiaries across fee-for-service and managed care delivery systems, with notable proposed changes to directed payments.  

CHA is hosting a webinar featuring Chad Mulvany, Vice President of Federal Policy, and Robert Ducay, Vice President of Policy. Both experts will discuss their insights and potential impacts related to these proposals. They will answer any questions you have about these proposed rules.

Robert Ducay

Robert is responsible for developing, advocating, and executing public policies, legislation, and regulations on behalf of CHA member hospitals at the state and national levels. Robert serves as the issue manager for Medi-Cal financing and represents members’ financial interests related to Medi-Cal, which includes the hospital fee, and provides support on financial and reimbursement issues affecting California hospitals and health systems.

Chad Mulvany is responsible for providing leadership on federal hospital reimbursement issues and contributes on other federal regulatory matters. Based in CHA’s Washington, DC Office, Chad collaborates with CHA’s vice president, federal regulatory policy, CHA’s senior vice president, federal relations, CHA issue managers and national hospital associations on analysis and policy development for advocacy purposes.
