SB 1280 would have limited the reimbursement a non-contracting, out-of-network licensed professional could receive from a commercial health plan to either the greater of the average contracted rate or 125% of the amount Medicare reimburses for similar services. The bill would have prohibited an enrollee from owing the licensed professional more than the in-network cost-sharing amount....
