CMS Issues Final Rule Correction Notice for FFY 2023 Inpatient Prospective Payment System

The Centers for Medicare & Medicaid Services (CMS) recently issued its final rule correction notice for the federal fiscal year 2023 inpatient prospective payment system (IPPS). 

CMS updated the “Factor 3” calculation for uncompensated care disproportionate share hospitals (UC DSH), which reflects updated merger and DSH eligibility data. While the overall change in projected UC DSH payments is limited for the majority of hospitals, it did impact the calculation of both the fixed loss outlier threshold and capital federal rate. The fixed-loss outlier threshold decreases to $38,788 (from $38,859), while the capital federal rate increases to $483.79 (from $483.76). 

The correction notice also fixes errors in the calculation of the full-time equivalent cap in the revised graduate medical education weighting methodology.
