CMS Issues CY 2022 End-Stage Renal Disease Prospective Payment System Proposed Rule

The Centers for Medicare & Medicaid Services (CMS) has issued its proposed rule updating the end-stage renal disease (ESRD) prospective payment system (PPS) for calendar year (CY) 2022. In addition to proposed ESRD PPS payment rates updates, the proposed rule includes changes to the ESRD Quality Incentive Program (QIP) and to the ESRD Treatment Choices Model to address health equity. Comments on the proposed rule are due Aug. 31. 

CMS proposes an ESRD PPS base rate of $255.55 for CY 2022  —  an increase of $2.42 over the current base rate of $253.13.  

CMS also proposes to expand the transitional add-on payment adjustment for new and innovative equipment and supplies to include a home dialysis machine and a monitoring system for peritoneal dialysis.   

In response to the COVID-19 public health emergency, CMS proposes to suppress certain ESRD QIP measures, and to include two COVID-19 vaccine measures in the ESRD QIP measure set for the next rulemaking cycle.   

Similar to the proposed payment rules released in April, the ESRD PPS proposed rule includes requests for information related to health equity and the agency’s future plans to define digital quality measures for the ESRD QIP.
