The Centers for Medicare & Medicaid Services (CMS) has announced that the Review Choice Demonstration (RCD) for inpatient rehabilitation facilities (IRFs) will begin on Aug. 21 in Alabama. It will then expand to California, Texas, and Pennsylvania. However, a specific time frame for implementation in California has not been established.
Under the RCD, IRFs will choose to have their claims reviewed under either a pre-claim review or a post-payment review process. After a six-month period, IRFs that demonstrate compliance with Medicare rules will be able to select one of three review processes for continued review. CMS initially announced plans for the IRF RCD in 2021. CHA expressed strong opposition based on our view of the demonstration as unnecessary and overly burdensome. CHA will continue to express our concerns and will keep members informed.
