CHA DataSuite issued hospital-specific impact analyses of the federal fiscal year (FFY) 2024 Medicare inpatient rehabilitation facility (IRF) prospective payment system (PPS) final rule. The analysis shows providers how Medicare fee-for-service payments would change from FFY 2023 to FFY 2024 based on the final rule. A detailed summary of the final rule is available for CHA members.
Changes modeled in this analysis include the market basket update, Affordable Care Act-mandated market basket reduction, budget neutrality (including all other budget neutrality), wage index and labor share updates, change in rural status, and case-mix group updates.
For FFY 2024, like in FFY 2023, all three facility level adjustment factors – low-income percentage, teaching, and rural – are kept at the FFY 2014 level.
