CHA DataSuite Releases Analysis of FFY 2023 Inpatient Rehabilitation Facility PPS Proposed Rule Impact

CHA DataSuite has released hospital-specific impact analyses of the federal fiscal year (FFY) 2023 Medicare inpatient rehabilitation facility prospective payment system proposed rule.  

The analysis is intended to show providers how Medicare fee-for-service payments would change from FFY 2022 to FFY 2023 based on the proposed rule. A detailed summary of the proposed rule is available for CHA members. Comments on the proposed rule are due to the Centers for Medicare & Medicaid Services by May 31 and can be submitted electronically.  

Changes modeled in this analysis include the market basket update, Affordable Care Act-mandated market basket reductions, budget neutrality adjustments, wage index and labor share updates, change in rural status, and case-mix group updates. 

For FFY 2023, like in FFY 2022, all three facility-level adjustment factors — low-income percentage, teaching, and rural — are kept at the FFY 2014 level.
