Urge Legislators to Oppose May Revise Budget Proposal

ACTION NEEDED

Call and write a letter to your state senators and assemblymembers asking them to protect Proposition 35 funding and reject the administration proposal to redirect funding.

Contact your state Senate and Assembly representatives by June 6. Immediate action is needed, as final budget decisions are expected in the coming weeks.

BACKGROUND

The governor’s May Revise budget proposal swipes Proposition 35 funding to backfill the state budget. The proposal would use these funds to pay for prior cost increases in the Medi-Cal program rather than to increase Medi-Cal provider rates as directed by 68% of voters in November.

The governor’s budget solutions redirect some $1.6 billion in Proposition 35 funding from its intended purpose. Instead, these funds would be used to support increases to managed care plans’ base capitation payment rates relative to calendar year 2024 for primary care, specialty care, hospital outpatient, and ground emergency medical transportation services. This action offsets costs that would otherwise be borne by the General Fund, in lieu of increasing payments to providers
