Upcoming American Rescue Plan Rural Fund Deadline, Provider Relief Fund Reminder

CHA is reminding members of the upcoming deadline for the American Rescue Plan (ARP) Rural Fund and that Provider Relief Fund (PRF) Reporting Period 4 is now open. 

Phase 4 PRF/ARP Rural Funds Reconsideration Process Deadline: Hospitals that believe their Phase 4 PRF or ARP Rural Funds were inaccurately calculated have until Feb. 21, 2023, at 8:59 p.m. (PT) to submit a request for payment consideration. The Health Resources and Services Administration (HRSA) will only consider reconsideration requests from providers who believe their Phase 4/ARP Rural Fund payment calculation was incorrect. The agency will not make changes to payment determinations that would require a change to payment methodology or policy. Additional documentation requirements and the reconsideration request form are available on the HRSA website.  

PRF Reporting Period 4 Reminder: This reporting period opened on Jan. 1, 2023. PRF recipients had until Dec. 31, 2022, to use any funds received during this time frame to offset expenses or lost revenue related to COVID-19. This reporting period covers funds received from July 1 through Dec. 31, 2021. 

As this is the first reporting period that potentially includes ARP funds, CHA encourages members to closely review the recently updated Post-Payment Notice of Reporting Requirements. The updated reporting requirements clarify that if a provider received both PRF and ARP Rural Fund payments, the provider should apply their ARP Rural Fund payment toward eligible health care expenses and lost revenues attributable to COVID-19 before using PRF payments to cover eligible health care expenses or lost revenues attributable to COVID-19.
