CMS Provides Updates for Post-Acute Care Quality Reporting

The Centers for Medicare & Medicaid Services (CMS) regularly provides important updates for post-acute care quality reporting programs, including training opportunities, public reporting details and reminders of data submission and review deadlines.  

Inpatient Rehabilitation Facilities  Provider Preview Reports Updated inpatient rehabilitation facility (IRF) provider preview reports are now available. Providers have until Oct. 8 to review their 2017 quality measure performance data prior to their posting to the IRF Compare website in December. Corrections to the underlying data will not be permitted during this time. However, providers can request CMS review if they believe the data scores displayed are inaccurate. 

Four new quality measures will be reported on IRF Compare:

Data Submission Deadline Approaching Assessment data for the Inpatient Rehabilitation Facility Patient Assessment Instrument (IRF PAI) and data submitted to CMS via the Center for Disease Control and Prevention National Healthcare Safety Network for July-September (Q3) of calendar year 2017 are due no later than 11:59 (PT) on Feb. 15.  

Long-Term Acute Care Hospitals 

Data Submission Deadline Approaching Assessment data for the Long-Term Care Hospital Continuity Assessment Record and Evaluation (LTCH CARE) and data submitted to CMS via the Center for Disease Control and Prevention National Healthcare Safety Network for July-September (Q3) of calendar year 2017 are due no later than 11:59 (PT) on Feb. 15.  

Training Materials from the December 2017 Long-Term Care Hospital Quality Reporting Program provider training are now available under “Related Links” on CMS’ dedicated long-term care hospital web page.  

Gov. Newsom Releases State Budget Proposal

Yesterday, Gov. Newsom released his first proposed state budget, totaling $209 billion for 2019-20. CHA was pleased to see health care as a primary focus of the budget. Other clear priorities are early childhood development, housing and paying down debt.

CHA Issues Comments on MOON Proposed Form, Instructions

CHA has submitted the attached draft comment letter on the proposed Medicare Outpatient Observation Notice (MOON) form and its instructions. The MOON fulfills the Notice of Observation Treatment and Implication for Care Eligibility (NOTICE) Act’s requirement that hospitals and critical access hospitals provide written and oral notification to all Medicare-eligible beneficiaries receiving observation services as outpatients for more than 24 hours. The Office of Management and Budget (OMB) is accepting comments on the updated MOON and instructions through Sept. 1.

In the letter, CHA strongly urges several changes, including changing the free-text box that requires hospitals to complete the statement “you are not an inpatient because…” to a standardized statement about observation status. In addition, CHA urges a delay in implementation and/or enforcement to ensure hospitals have ample time to train staff, update procedures and integrate the form into electronic health records.

CHA Releases New Publication on Consent Principles and Advance Directives

CHA has published a new publication that covers the basic principles of patient consent for health care treatment. The Principles of Consent and Advance Directives handbook explains why and when consent is necessary, who may give consent, how consent for minors is different, and procedures that require special consent. It also describes hospitals’ obligations when dealing with complicated issues like advance health care directives, California’s POLST form, refusal of treatment and end-of-life decisions.
