Hospitals Call Out Office of Health Care Affordability’s Flaws in Setting Limits on Health Care Spending

SACRAMENTO (March 26, 2025) — “The Office of Health Care Affordability’s (OHCA’s) efforts to impose below-cost spending caps on hospitals —and call out 11 specific hospitals for even deeper cuts— is premature and without solid basis,” said Carmela Coyle, President & CEO of the California Hospital Association. “The decisions made by the OHCA Board will cap how much can be spent on health care for Californians — that means real pain for real people.”

United Through Crisis

Crisis has a way of reminding us of our commonalities.

Take, for instance, Hurricane Helene. Though California is far from the storm’s devastation, its effects have rippled all the way to our coast due to the temporary closure of Baxter International’s North Carolina plant, which supplies 60% of the nation’s IV fluids. Hospitals across the country are working to ensure continued patient care despite a shortage of supplies critical to emergency care, trauma, oncology, surgery, and other lifesaving services.

“When it comes to the COVID-19 pandemic, there’s no doubt in my mind that if Prime was not here, the surge would have crushed this hospital … We were able to pivot quickly — from securing massive amounts of PPE for staff and patients, to getting a federal DMAT team, to expanding ICU capacity, flexing beds, and even standing up care tents in our parking lot.”
