A Volunteer’s Perspective

To set the scene: my situation is such that my hospital, Mercy Hospitals in Bakersfield, does not have a volunteer services manager, but does have an auxiliary. As president of the auxiliary, I do not have the same role as a volunteer services manager, which has made it difficult to help our volunteers navigate this pandemic.

As part of a major health care system, Dignity Health, guidance for returning volunteers is universal for all 150-plus system hospitals. Before returning volunteers to the hospital, the COVID positivity percentage rate must be below a rate that is specific to each hospital community for a minimum of 30 days. Once these criterion are met, volunteers can begin returning. However, additional restrictions will be enforced, including age, pre-existing conditions, hospital service areas, local health department approval, and training. With the percentages currently above the desired rate and our county currently in the “purple” tier, it is unknown when volunteers will return.

Earlier this week, Governor Newsom shared some encouraging news about California’s COVID-19 positivity rate, which dropped by 2 percentage points, to 4%, over the past 14 days compared to the two weeks prior. 

We’re moving in the right direction, but we would be remiss to think we’ve truly turned the corner on this pandemic. Rather, this progress means we must be even more vigilant, to guard against a premature resumption of activities that could set us back months.

Hospital Leaders Press for Worker Protections, Seismic Extension

What’s happening: CHA members and staff visited state lawmakers on Wednesday to promote Assembly Bill (AB) 977 (Rodriguez, D-Pomona) that would increase protections for health care workers in emergency departments (EDs) and Senate Bill (SB) 1432 (Caballero, D-Merced) that would provide a time extension to hospitals from California’s 2030 seismic construction mandates.  

What else to know: Both CHA-sponsored bills passed their respective chambers without a single negative vote. AB 977 moved forward on a 68-0 vote in January and SB 1432 by a 37-0 vote last week.

Last week, the California Senate and Assembly took action on several bills of importance to hospitals — moving or holding critical pieces of legislation. It is the midpoint of the 2024 legislative session when bills must move to the second house according to legislative deadlines.
