HHS Announces Additional Block Grants to Address Substance Use Disorder and Mental Health Crisis

The U.S. Department of Health and Human Services has announced the Substance Abuse and Mental Health Services Administration is distributing $3 billion in American Rescue Plan funding. The Community Mental Health Services Block Grant (MHBG) program and Substance Abuse Prevention and Treatment Block Grant (SABG) program will disperse $1.5 billion each to states and territories.  

Hospitals: Now Is the Time to Speak Up About the Impact of Medicaid Cuts

What’s happening: As Congress works on a federal budget for 2026 that could result in devastating cuts to Medicaid (Medi-Cal in California), it is imperative that all hospital leaders let members of Congress know directly the impact these cuts will have on the people and communities they represent. One effective method is to submit an op-ed or Letter to the Editor to your local newspaper or another relevant news outlet, as did Elaine Batchlor, MD, who serves as CEO of MLK Community Healthcare in Los Angeles and as a CHA board member.

CMS Finalizes Inadequate Inpatient Payment Update

What’s happening: The Centers for Medicare & Medicaid Services’ (CMS) finalized fiscal year (FY) 2025 inpatient prospective payment system (IPPS) rule falls short of what hospitals need to keep up with rising costs and health care needs.   

What else to know: The rule includes a net market basket update of 2.9%. As a result of all changes, CMS estimates that hospital inpatient payments will increase by $2.9 billion in FY 2025.  

Hospitals: Let Congress Know How Medicaid Cuts Will Impact People, Communities

What’s happening: As Congress works on a federal budget for 2026 that could result in devastating cuts to Medicaid (Medi-Cal in California), it is imperative that all hospital leaders let members of Congress know directly the impact these cuts will have on the people and communities they represent. Representatives will be home in their districts from April 11-27, which is an excellent time to invite your representative to come visit their local hospital.

LaToya Mitchell and Rebecca Bartley were drawn to become Substance Use Navigators (SUNs) after addiction tangled their lives. SUNs support emergency room patients with substance use disorders, which includes sharing safer drug use techniques, connecting patients with drug treatment programs, and serving as a liaison between patients and the treatment team.
