From earthquakes and floods to violence in our facilities, disaster teams have been prepared to care for our communities, yet we can’t forget about ourselves in the process.
Developed by the California Association of Health Facilities, this template is designed to assist long-term care providers in developing an effective continuity of operations plan for emergency scenarios. While this template is designed for long-term care, small and rural hospitals may find the template useful and adaptable.
This software was created for businesses to create, improve, or update their business continuity plans. The suite is scalable for optimal use by organizations of any size and consists of a business continuity plan (BCP) training, automated BCP and disaster recovery plan generators, and a self-directed exercise for testing an implemented BCP. Businesses can utilize this solution to maintain normal operations and foster resilience during a disruption.
Many hospitals used to develop specific plans for a variety of disaster and emergency situations. The Federal Emergency Management Agency (FEMA) now requires that hospitals use an emergency management system that is comprehensive, risk based, and all-hazard in nature.
EMSA/CDPH Collaboration The California Patient Movement Plan provides statewide guidance for large-scale patient movement and serves as framework for local planning efforts. Emergency Medical Services Authority (EMSA) and California Department of Public Health (CDPH) will conduct training and exercises based on the plan.
Cybersecurity is integral to hospital emergency response efforts, as it protect sensitive information, maintains operational continuity, prevents disruptions, combats disinformation, secures critical infrastructure, and facilitates collaboration among stakeholders.
In disaster events, resources for treating pediatric victims may be limited, and staff inexperienced with treating pediatric critical injuries and illnesses will result in an inadequate surge capacity. As part of preparedness, each facility should predetermine their ability to handle pediatric victims and develop a plan to be able to increase this capacity based on a pediatric surge.

This tool is designed to assist hospitals in the development of an Incident Action Plan (IAP) for each operational period. The IAP uses a combination of Hospital Incident Command System (HICS) Forms; it is minimally comprised of HICS 201 Incident Briefing, HICS 202 Incident Objectives, HICS 203 Organization Assignment List, HICS 204 Branch Assignment List, and HICS 215A Incident Action Safety Analysis.
