New Facility License Renewal Fees Took Effect July 1
CMS 2026 OPPS Proposed Rule Participant Information
On July 15, the Centers for Medicare & Medicaid Services (CMS) released its calendar year (CY) 2026 Outpatient Prospective Payment System (OPPS) proposed rule.
The rule proposes a 2.4% payment update for CY 2026, as well as to apply site-neutral payment to drug administration services at certain off-campus hospital outpatient departments and phase out the inpatient-only list.
Additional key provisions include:
- A 2% payment cut to non-drug services (instead of a planned 0.5% cut)
- 340B drug acquisition cost survey
- New price transparency and attestation requirements
- New data collection on negotiated Medicare Advantage rates to explore setting market-based prices for Traditional Medicare.
- Graduate medical education accreditation
- Quality measures

Preparing for Transforming Episode Accountability Model (TEAM) Participation – Participant Information
Last year, over 100 California hospitals were selected as required participants in the newly finalized Transforming Episode Accountability Model (TEAM). The model is also open to current participants in other Medicare bundled payment models who may opt into TEAM voluntarily.
The model launch date is quickly approaching – Jan. 1, 2026. Join industry experts from Forvis Mazars for an informational webinar that will provide a comprehensive overview of the new mandatory bundled payment model, answers to frequently asked questions, and strategies to prepare.
The 30-day episode-based bundled payment model will hold selected hospitals accountable for the cost and quality of certain high-volume surgical procedures provided to Medicare fee-for-service beneficiaries and seeks to improve patient outcomes while reducing Medicare spending. The list of required participants is posted on the model webpage.
