CMS Delays Start Date for Proposed Payment Model to Expand Kidney Transplant Access
What’s happening: The Centers for Medicare & Medicaid Services (CMS) anticipates it will delay the proposed Increasing Organ Transplant Access (IOTA) Model start date until after Jan. 1, 2025.
What else to know: CMS anticipates a start date delay because it is still working to finalize the rule; the agency has not yet shared a new start date.
CMS Guidance Clarifies Hospital Respiratory Illness Data Reporting Requirements Effective Nov. 1
What’s happening: The Centers for Medicare & Medicaid Services (CMS) issued guidance to hospitals and state surveyors that underscores the importance of following reporting requirements for new hospital respiratory illness data reporting conditions of participation (CoP).
What else to know: CMS also clarifies in the guidance that psychiatric hospitals and rehabilitation hospitals will report their daily COVID-19, influenza, and respiratory syncytial virus data annually rather than weekly.
California’s Hospitals, Doctors Seek Congressional Delegation Support in Preserving Access to Care
What’s happening: In a joint letter to the California congressional delegation, CHA and the California Medical Association (CMA) asked members to support access to health care for all Californians in year-end legislation.
What else to know: Critical federal health care legislation on Medicaid, Medicare, and telehealth will be up for votes in December.
CHA DataSuite Analysis Shows How Medicare Inpatient FFS Payments May Change from FFY 2024 to FFY 2025
What’s happening: On Oct. 28, CHA DataSuite issued a hospital-specific analysis of the federal fiscal year (FFY) 2025 Medicare inpatient prospective payment system (IPPS) interim final rule.

2024 Behavioral Health Care Symposium’s Early Bird Deadline Draws Near
What’s happening: CHA’s 2024 Behavioral Health Care Symposium is coming to Long Beach on Dec. 4-5 and will bring California’s hospital leaders together to discuss innovative ways to connect patients with community-based care, among many other things. Registration is open, and early bird tuition ends Nov. 11.

HCAI Releases Updated Code Application Notice on Tests, Special Inspections
What’s happening: The Department of Health Care Access and Information (HCAI) revised the Code Application Notice (CAN) on tests and special inspections to expand the program’s scope.
What else to know: The Policy Intent Notice (PIN) 58, OSHPD Preapproved Agency (OPAA) for Tests and Special Inspections — from HCAI’s Office of Statewide Hospital Planning and Development (OSHPD) — summarizes the processes and procedures for this OPAA program, as well as generic issues related to approved agencies. On Oct. 23, PIN 58 was updated to expand the OPAA program’s scope to all disciplines (from structural only) and add clarification for fire life safety acceptance.
