CMS Recoupment of Medicare Advanced Payments Began March 30
Claims recoupment for providers that received a Medicare Advanced and Accelerated Payment (AAP) will begin on the one-year anniversary from the date the provider received the payment. The Centers for Medicare & Medicaid Services (CMS) recently announced that the earliest recoupments for the first providers to receive an AAP payment began on March 30.
In accordance with the Continuing Appropriations Act of 2021, the repayment of AAP funds will occur based on the following schedule:

CMS Resumes Hospital Survey Activities
The Centers for Medicare & Medicaid Services (CMS) has announced it will immediately resume hospital survey activities for all complaints. Previously, CMS was operating under guidance — which expired March 22 — limiting surveys to Immediate Jeopardy (IJ) complaints.
Effective March 23, survey activity resumed in accordance with non-long-term care guidance issued on August 17. In the updated guidance, CMS details the following:
CHA Joins Statewide Coalition Calling for $8 Billion in Broadband Funding to Help Close Digital Divide
CHA has joined a cross-sector coalition of education, health, local government, and economic policy organizations that is urging Gov. Gavin Newsom to connect Californians with a one-time, $8 billion investment in high speed 100 Mbps broadband infrastructure and programs. The group issued a press release on Tuesday, reinforcing the need for this investment in broadband infrastructure and support services, which is critical to improving health, equity, education, and the economy statewide now and for years to come.
April 1 PPE Stockpile Deadline Is Here
Today marks the day that hospitals are required to have a personal protective equipment (PPE) stockpile per Labor Code 6403.3. The law is clear that the stockpile must consist of seven identified items of PPE in amounts equal to three months of normal consumption. Among other questions, the definition of normal consumption remains unresolved. While CHA continues to advocate that “normal consumption” is defined in reference to 2019 data, Cal/OSHA has not committed to that approach.
