The 2018 California Hospital Volunteer Leadership Conference, Feb. 19-21 in Newport Beach, brings together experts in volunteerism, health care issues and the community for learning and networking opportunities.
Richard Afable, MD, MPH, 2018 chair, CHA and CAHHS boards of trustees, and trustee, Providence Little Company of Mary Medical Center, will present the conference’s opening session on Feb. 19, titled “Behavioral and Mental Health Crisis: An Epidemic and An Opportunity.” Dr. Afable will explore the crisis within California’s behavioral health system, which is fragmented, unresponsive to consumer needs, does not always emphasize recovery and serves only a fraction of those in need. Attendees will learn more about ways to solve this crisis using several types of emergency and crisis services under development within California, and the potential roles that volunteers play in the solutions.

The 2018 California Hospital Volunteer Leadership Conference, taking place Feb. 19-21 at the Hyatt Newport Beach, provides new ways health care organizations and hospital volunteer leaders can foster connections, share news, meet potential partners, access knowledge networks and build relationships with other organizations.
The conference serves as both a catalyst and clearinghouse for new volunteer approaches to meet the challenges presented by health care delivery system transformation. In addition to sharing stories about data-driven efforts and program improvements, the conference’s education sessions will highlight how volunteers impact lives and build relationships that support the patients, staff and communities they serve.

The Affordable Care Act should be defunded — even the president concedes it’s not ready for prime time. President Obama has delayed the requirement that businesses with 50 or more employees provide health insurance. He has delayed the cap on how much an individual or family with insurance can be required to spend out-of-pocket. He’s delayed the exchanges through which small businesses were supposed to be able to find affordable health insurance.

One hears: "Why should I have to pay for health care for people who don’t take care of themselves?" Nothing defines the difference between the world views of the conservative right versus the progressive left more: the idea that individuals are solely responsible for themselves versus believing we have a shared responsibility for the communities and societies in which we live.

CHA DataSuite issued facility-specific reports to CHA member hospitals analyzing changes made in the Medicare Inpatient Prospective Payment System (IPPS) final rule for federal fiscal year 2010. The statewide aggregate impact to California hospitals reflects an increase of $187.8 million. CHA was successful in defeating two significant negative proposals; a 1.9 percent behavioral offset adjustment and elimination of payments for Capital IME.

Last month, the Obama Administration announced that it would delay enforcement of the employer mandate component of the Affordable Care Act (ACA) in part due to opposition from the business community. Opponents of the ACA cited the delay as evidence that the law was collapsing under its own weight, while ACA proponents downplayed the importance of the employer mandate in realizing the primary objective of the law – extending affordable coverage to millions of uninsured Americans. Will delaying the employer mandate lead to the ACA’s demise?
