New Interoperability Final Rule Focuses on Information Sharing

What’s happening: The Assistant Secretary for Technology Policy (ASTP) and Office of the National Coordinator for Health Information Technology issued the second part of a final rule to advance interoperability and improve information sharing among patients, providers, payers, and public health authorities.   

What else to know: This final rule focuses on information blocking exceptions, including reproductive health data policies. 

The rule

  • Finalizes the addition of a definition of “reproductive health care” to the defined terms for purposes of the information blocking regulations 
  • Finalizes revisions to two previously established information blocking exceptions: the Privacy Exception and Infeasibility Exception  
  • Finalizes the new Protecting Care Access Exception 

In future rulemaking, ASTP will finalize additional policies, including prior authorization application programming interfaces, United States Core Data for Interoperability Version 4 standards, and public health interoperability requirements that were included in the proposed rule.
