Section 126 of the Consolidated Appropriations Act (CAA) included 1,000 new residency slots for distribution, which will be phased in at no more than 200 per year starting in federal fiscal year (FFY) 2023.

As required by Congress, the Centers for Medicare & Medicaid Services (CMS) is prioritizing applications from qualifying hospitals that serve geographic areas and underserved populations with the greatest need. CMS estimates that this additional funding will total approximately $1.8 billion from FFY 2023 through FFY 2031. Applications are due March 31.

Additional information on the new slots is available in CHA’s summary of the inpatient prospective payment system (IPPS) final rule issued in December and a CHA webinar that discusses CMS’ recent changes to indirection medical education/graduate medical education payments resulting from the CAA.
